What residence changes—and what it does not

Your residence document establishes a status in the issuing country; it is not a second nationality. Its legal category matters more than an informal description such as “European papers” or the number of years printed on the card.

Temporary permits, renewal acknowledgements and permanent residence are not interchangeable. The Saudi tourism regulation specifically names permanent residence in the US, UK or EU for one exception. Canadian permanent residence is not named in that provision: do not substitute it for Canadian citizenship or assume it has the same effect. Ask the official service about other routes that may apply to you.

Your status creates a separate eligibility route

The Saudi regulation covers specified permanent residents and holders of valid US, UK or Schengen tourist or business visas already used to enter the issuing country. Official guidance has also described additional electronic-visa channels; this is not necessarily a choice between nationality-based eVisa and waiting until arrival. No suitable route is confirmed

Prepare the complete departure file

Keep the travel passport, valid residence or return-entry evidence, issued Saudi visa or full proof supporting the approved arrival route, tickets, accommodation, insurance and relevant health records. Include provider and Nusuk confirmations where required.

Check passport validity against the chosen visa route and airline; the Visit Saudi eVisa terms require six months from entry. A recommendation issued for French nationals is not automatically the rule for a Moroccan or Tunisian passport. Our document checklist gives a practical folder structure.

Check the journey home as carefully as Saudi entry

An issued Saudi visa does not resolve an expired residence permit, a pending renewal or a return-entry document that your country of residence does not accept. Verify the official requirements before leaving, including the consequences of a passport replacement.

For European residence, identify the actual issuing country and status rather than treating Europe, the EU and Schengen as synonyms. For the UK, Canada or the US, use that country’s official immigration guidance for the specific status held. Check transit requirements too, especially if a separate ticket requires entering the transit country to collect baggage.

Two examples without assuming eligibility

A Tunisian citizen with a temporary Belgian permit valid for eight more months should not conclude that any European card gives a Saudi visa on arrival. The traveller checks the precise status with the Saudi tool and the airline, then seeks a visa before departure if the route remains unclear.

A Moroccan–Canadian dual citizen may instead use an eligible Canadian passport for a nationality-based eVisa, subject to its conditions. A Moroccan citizen who holds only Canadian permanent residence is a different case. The passport, legal status and supporting documents—not the city where someone lives—determine what needs checking.

Use a sensible preparation order

First check passport and residence validity, then decide which passport will be used for Saudi entry. Identify an official visa route, confirm the entire flight itinerary with the carrier and resolve any uncertainty before committing to expensive non-refundable arrangements.

Does European residence make a Moroccan passport eligible for the nationality-based eVisa?

No. The passport list and a separate residence-based route are different. Check the exact permit category and the current official process.

Does Canadian permanent residence have the same effect as a Canadian passport?

No. Citizenship and residence are different, and Canada is not named in the cited US/UK/EU permanent-residence exception. Confirm another suitable route with the official service.

What if my residence document is being renewed?

Check both Saudi eligibility and your right to return to the country of residence. Do not assume a temporary acknowledgement is accepted abroad; obtain official instructions before travelling.
