Identify which of four situations you have

Save receipts and redacted screenshots. Distinguish an actual settled payment from a pending card authorisation; ask your issuer if the statement is unclear. Two bank entries do not always mean two completed visa applications.
Apply the rules of the correct portal

The portal’s terms state that a submitted application cannot be cancelled or refunded, including an unsuccessful application. Two paid submissions therefore do not automatically create a refund entitlement. Report a suspected technical duplicate charge through official support, but do not assume that is treated like cancelling a second valid application.
KSA Visa
The platform’s complaints guide, section 8.2 on page 19, states that an automatic refund request for qualifying rejection or cancellation is processed within 45–60 business days. This is a processing statement for that platform, not a guarantee of the date money reaches your bank. Its FAQ also states that an issued visa cannot be cancelled or its fees refunded.
Identify the relevant stage and portal before applying either rule. Check the current terms and obtain confirmation for your particular transaction; an agency service fee may have separate contractual conditions.
Establish which application or visa is active
For each reference, record the official domain, associated passport and email address, application status, transaction identifier and any issued visa document. Use the platform’s official tracking service rather than a link supplied by an unknown intermediary.
If a visa has been issued, compare its identity details, issue date, validity, entry allowance and permitted stay. Do not simply pick the most recent file: the earlier one may already have produced the usable visa. Ask official support to confirm the effect of the second file if the status is unclear. Keep the reply with your travel records.
Do not use a fresh application as a silent correction
Check whether an existing visa already covers the proposed journey before applying again. KSA Visa’s cited guide describes its tourist visa as valid for a year and says to apply for another only after the current one expires. Always read the actual visa rather than generalising that description to every Saudi visa category.
A second application does not silently amend a wrong name, passport number or birth date on the first. The FAQ says amendments are possible before completion and payment; after that stage, use official support. Submit a replacement only when the responsible official channel confirms what is needed and how the earlier file is treated.
Keep a clear refund or complaint record
For each transaction, give official support the application and payment references, date and time, charged amount and currency, a concise chronology and a redacted bank record. If card identification is required, use only the last four digits; never send the full card number, security code or a login code. Explain which application you believe should be retained and ask them to confirm its status.
Keep separate records for separate payments, even if you describe both in the same support conversation. If you paid through an agency, distinguish the government transaction from the agency invoice. Record original SAR charges and any GBP, EUR, CAD or USD conversion separately, without assuming a refund will reverse exchange-rate or issuer fees.
Use the complaint reference when following up rather than repeatedly opening unrelated tickets. If the stated processing period has passed, ask for the refund status and transaction trace available from the responsible service.
Before travelling, prioritise the valid visa
A refund still in progress does not answer whether your entry document is valid. Confirm the active visa, its match to your passport, permitted entries and stay, and any restrictions for the travel dates. Carry a copy and the supporting travel documents.
Do not assume duplicate applications automatically bar travel, or that receiving a PDF guarantees admission. Resolve uncertainty through the official channel before relying on the document. A simple table of references, statuses, dates and payments is more useful than another speculative application.
